Some people are too lazy and/or too cheap to get the job done right.

Have you ever noticed that some people are too cheap and too lazy to do a job right?  They only go half way.  Here's a guy who literally only went half way - the top half of a fence.  I can't even think of a clever reason why someone would only build the top half of a fence with wooden planks, but leave the bottom half of the fence as chain linked.  Maybe they just wanted to end up on a blog like this.
